This appears to be a different wine than the Kirkland Signature Napa County Cabernet we previously reviewed although it is the same winemaker and has a similar taste. It's not clear from Costco if this vintage is a replacement for that wine or a distinct new entry but either way we're always up for a sub-$20 Cabernet from Napa!
Napa Valley has a well deserved reputation for being the perfect place to grow Cabernet Sauvignon. Kirkland Signature Napa Valley Cabernet Sauvignon exhibits dark blackberry aromas and flavors intertwined with savory spice and vanilla.

The 2018 Kirkland Signature Napa Valley Cabernet Sauvignon begins with a pleasing aroma of black cherry, plum, cola, spice, a little vanilla and a hint of green pepper.
Taking a sip reveals that it is quite ripe and tasty in the mouth with a smooth mouthfeel and similar flavors to the nose. Fine tannins and even a touch of dustiness lead into the dry, medium-long finish.
Given the similar taste profile and similar back label, I'm guessing this is intended to be the same wine as the Napa County, which as we noted in that review likely just means that a portion of the grapes used were from the larger Napa County but not from the strict Napa Valley AVA. It may be the case that this year they were simply able to secure most of their grapes from Napa Valley proper.
